The raid on the Konrad Adenauer Stiftung’s Cairo bureau at the end of 2011 attests not only to the nervousness of the Egyptian authorities in times of change, but also to a deeply-rooted mistrust of “outside influences.” German political foundations play a key role in supporting change in the Arab region, but they must work harder to establish trust and clarify their role.
